Alternative Resources for Parents in New York City

Brooklyn Letters owns and operates four Letters websites, providing the best  speech-language pathology/therapy, tutoring, and SEIT services across the Tri-State area. We travel to you in BrooklynManhattanThe BronxQueensStaten Island, Yonkers, Philadelphia, Long IslandConnecticut (CT)Westchester, and New Jersey (NJ), offering private pay speech-language therapy, math and literacy tutoring, and SEIT services. Our rates range from $110 to over $200 per hour when services are provided at home. Additionally, tutoring is not considered therapy or reimbursable by insurance, except in cases where literacy support is considered part of language therapy (see below).

If you are a parent in New York seeking speech-language and feeding therapy for your child but cannot afford private-pay services, several programs and resources are available to help- please see below. This guide outlines how to access Early Intervention (EI), Committee on Preschool Special Education (CPSE), Committee on Special Education (CSE), in-network insurance options, and additional low-cost or free services. Here’s a list of low-cost tutoring options. 

Note: Brooklyn Letters provides private, out-of-pocket speech-language therapy, tutoring, and SEIT services across the Tri-State area. The services provided by Brooklyn Letters are distinct from the free options detailed below.

1. Early Intervention (EI) for Children Under 3

What is EI?

Early Intervention is a free, state-funded program designed for children under the age of three who have developmental delays or disabilities. It offers a wide array of therapeutic and supportive services tailored to meet each child’s and family’s unique needs. In addition to speech therapy, occupational therapy, and physical therapy, eligible children may receive:

  • Special instruction (developmental intervention)
  • Vision and hearing services
  • Psychological services
  • Family training, counseling, and home visits
  • Medical and nursing services (if required for the child to benefit from other services)
  • Assistive technology devices and services
  • Nutrition services
  • Social work services

All services are provided at no cost to families, and delivery often takes place in the home or in natural environments like community centers or daycare settings, with a strong emphasis on family participation.

Eligibility Criteria:
  • Significant delays in communication, physical, cognitive, social-emotional, or adaptive development
  • A diagnosed physical or mental condition likely to result in developmental delays
Steps to Access EI Services:
  • Referral: Call 311 or visit the NYC Early Intervention Program website to begin the process
  • Evaluation: A multidisciplinary team will assess your child’s development
  • Service Plan: If eligible, an Individualized Family Service Plan (IFSP) will be created within 45 days
  • Therapy Services: Tailored services begin promptly and are delivered in a family-centered approach

2. Committee on Preschool Special Education (CPSE) for Ages 3–5

What is CPSE?

CPSE coordinates special education services for preschool-aged children (3–5 years old) with developmental delays or disabilities. In addition to core services like speech, occupational, and physical therapy, eligible children may also receive:

  • Special Education Itinerant Teacher (SEIT) services
  • Counseling and play therapy
  • Vision or hearing education services
  • Parent training and support
  • Adaptive physical education
  • Assistive technology and support for its use
  • Transportation to and from services when necessary

Services are provided in a variety of settings such as preschools, homes, or community programs, and are always tailored to the child’s individual needs.

Eligibility Criteria:
  • Significant delays in cognition, language/communication, motor skills, or social-emotional development that affect learning
  • Determined through evaluations by state-approved agencies
Steps to Access CPSE Services:
  • Referral: Contact your local CPSE office through your school district or submit a written referral
  • Evaluation: Choose an approved evaluation agency from the CPSE’s list
  • IEP Development: If eligible, an Individualized Education Program (IEP) is created within 60 days of parental consent
  • Service Delivery: Services begin based on the IEP and are reviewed annually

3. Committee on Special Education (CSE) for School-Aged Children

What is CSE?

CSE supports children aged 5 and older with disabilities that impact educational performance by providing a comprehensive range of special education services. Beyond traditional supports like speech therapy and resource room instruction, CSE services may also include:

  • Special class services
  • Counseling and psychological services
  • Paraprofessional support
  • Assistive technology
  • Hearing and vision services
  • Transition planning (beginning at age 14)
  • Extended school year (ESY) services when appropriate
  • Behavior intervention plans and support services

Services are delivered in the least restrictive environment (LRE) possible, which can range from general education classrooms with supports to more specialized settings, based on the IEP.

Eligibility Criteria:
  • A disability that adversely affects educational performance, such as autism, learning disabilities, emotional disturbance, or speech/language impairments
  • Determined through comprehensive evaluations by a multidisciplinary team
Steps to Access CSE Services:
  • Referral: Request an evaluation from your school district’s CSE office
  • Evaluation: Experts assess academic, cognitive, social, and emotional functioning
  • IEP Development: An Individualized Education Program (IEP) is developed, typically within 60 calendar days

4. How a Student with a Language Disorder Could Be Eligible for Literacy Support by a Speech Language Pathologist (SLP) and Out-of-Network Benefits

Eligibility for Literacy Support by an SLP

Students with language disorders often struggle with literacy skills, including reading and writing. Licensed speech-language pathologists are instrumental in supporting literacy development, recognizing the foundational link between spoken and written language skills. Here’s how eligibility can be determined:

1. Educational Eligibility Under IDEA:
    • A student may qualify for special education services if their language disorder adversely affects educational performance. This includes challenges in communication, social-emotional development, or academics.
    • Eligibility is determined through evaluations that document below-average performance in language or articulation, abnormal fluency patterns, or impaired voice quality.
    • If eligible, the student will receive services through an Individualized Education Program (IEP), which may include literacy-focused interventions provided by an SLP.
2. 504 Plan Eligibility:
    • If a student does not meet IDEA criteria but still has a documented language disorder impacting their ability to access the curriculum, they may qualify for accommodations under Section 504 of the Rehabilitation Act.
3. SLP’s Role in Literacy:
    • Licensed speech-language pathologists assess and address written language disorders, including dyslexia, offering targeted interventions such as phonological awareness training, vocabulary building, and narrative skills development.
    • These clinicians often collaborate with educators and literacy specialists to support students’ linguistic development and address curriculum needs.

Out-of-Network Benefits for Speech Therapy

If in-network options are unavailable or insufficient, parents can explore out-of-network benefits for speech therapy. Here’s how:

1. Steps to Verify Out-of-Network Coverage:
    • Contact your insurance provider to confirm if out-of-network services are covered.
    • Ask about reimbursement rates for out-of-network providers and whether pre-authorization is required.
2. Typical Costs:
      • Out-of-network therapy costs are generally higher but may be partially reimbursed based on your plan.
      • Parents typically pay upfront and submit claims for reimbursement.
3. Advocacy for Out-of-Network Benefits:
    • If no in-network providers are available within a reasonable distance or timeframe, request an exception from your insurer to cover out-of-network services at in-network rates.
    • Provide documentation from your child’s pediatrician or school stating the medical necessity of speech therapy.
